Te Rūnanga o Ngāti Mutunga is supporting whānau interested in obtaining their New Zealand Firearms Licence. We have 6 places available for a Firearms Licensing Course being held on 26 November 2026 at the Ngāti Rahiri Office, Waitara. Participants will be required to attend the full day, with catering provided.
How to Apply
A firearms licence application form is available to complete either online or by using a paper application form. Once your application has been completed in full, it can be submitted to your local Police station or emailed directly to the Firearms Licensing Team. Applicants are encouraged to advise Te Rūnanga o Ngāti Mutunga once their application has been submitted so support can be provided throughout the process. You can contact us on:

Understanding the “Fit and Proper Person” Assessment
As part of the firearms licensing process, Te Tari Pūreke – Firearms Safety Authority assesses whether an applicant is a “fit and proper person” to possess and use firearms.
A fit and proper person is someone who:
- Demonstrates good conduct and character.
- Possesses and uses firearms responsibly.
- Stores firearms and ammunition securely.
- Abides by the laws of New Zealand.
When assessing an application, Te Tari Pūreke considers:
- Your overall character and conduct.
- Information provided by you and your referees.
- Information held or received from other sources.
Factors Considered During Assessment
Additional information may be requested if an applicant has:
- Been charged with or convicted of offences punishable by imprisonment.
- Previous convictions under the Arms Act or other relevant legislation.
- Protection orders or restraining orders.
- Failed to comply with firearms legislation or licence conditions.
- Associations with gangs or organised criminal groups.
- Exhibited, encouraged, or promoted violence, hatred, or extremism.
- Been assessed as a risk to national security.
- Mental or physical health conditions that may affect the safe possession of firearms.
- A history of alcohol or drug misuse that affects judgement or behaviour.
Having any of these circumstances does not automatically result in an application being declined. Each application is assessed individually, and applicants are given the opportunity to provide additional information or respond to any concerns identified during the assessment process.
